設立の背景とこれからの役割
私たちの宇和島市は、平成30年7月豪雨災害により甚大な被害を受け、多くの尊い命と暮らしが失われました。
この災害をきっかけに、市民、地域団体、行政、社会福祉協議会、企業、NPOなどが立場を越えて情報を共有し、課題解決に向けて話し合う場として「牛鬼会議」が生まれました。その活動を通じて、地域には人と人、団体と団体、情報と支援をつなぎ、必要な調整を行う中間支援組織が必要であることが明らかになりました。
また、支援活動を継続する中で、宇和島市が災害以前から抱えてきた人口減少、少子高齢化、地域活動の担い手不足、孤立、情報格差、防災力の維持といった課題にも向き合う必要が見えてきました。これらの課題は、行政や制度だけで解決できるものではなく、市民一人ひとり、地域団体、NPO、学校、企業などが互いに関わり合いながら、平時から支え合える関係を育てていくことが重要です。
宇和島NPOセンターは、こうした経緯を原点としながら、災害時だけでなく平時から地域のつながりを育て、市民活動を支え、地域の課題解決に向けた協働を進める中間支援組織として活動しています。
令和8年度からは、活動拠点や運営体制の変化を踏まえ、これまでの災害支援・防災活動の経験を活かしつつ、地域防災連携、NPO支援、若者育成、情報発信、地域活動の記録と継承に一層力を入れていきます。
特に、若者が地域を取材し、自分たちの言葉で記録・発信する「うわじま・メディアラボ」事業を新たな柱の一つとして位置づけ、地域の大人たちの思い、防災の知恵、商店街や地域団体の活動、宇和島の文化や産業を次世代へつなぐ取り組みを進めていきます。
事業目的
宇和島NPOセンターは、平成30年7月豪雨災害の経験を原点に、災害時にも平時にも機能する地域のつながりを育て、よりよい宇和島市の実現に貢献することを目的としています。
行政、社会福祉協議会、NPO、市民活動団体、企業、学校、地域住民などの間に立ち、それぞれの活動や情報をつなぐことで、地域課題に対して柔軟で細やかな支援と協働を生み出します。
また、人口減少や少子高齢化が進む中で、地域活動の担い手づくり、若者の地域参加、防災教育、情報発信、地域資源の記録と継承に取り組み、将来の災害対応力と地域の持続性を高めていきます。
主な実施事業

地域ネットワークの構築
市民、地域団体、NPO、行政、社協、企業、学校などをつなぎ、分野を越えた協働の基盤をつくります。平時から顔の見える関係を育てることで、災害時にも支え合える地域づくりを進めます。

NPO・市民活動団体の支援
地域で活動する団体の相談対応、情報発信、活動紹介、参加者・ボランティアとの橋渡しを行います。団体の活動が継続し、地域に必要な支援が届きやすくなるよう支えます。

災害支援
災害発生時には、関係機関や地域団体と連携し、被災者支援、情報共有、ボランティア活動との調整など、現場の状況に応じた支援を行います。過去の災害対応の経験を活かし、地域の実情に沿った支援体制づくりに取り組みます。

地域防災連携・防災教育
防災を特別な活動として切り離すのではなく、日常の地域づくりの中に位置づけます。学校、公民館、子ども食堂、地域団体などと連携し、子どもから高齢者まで参加できる防災学習、地域交流、見守り、情報共有の機会をつくります。

若者育成・情報発信
「うわじま・メディアラボ」などを通じて、中高生・若者が地域を取材し、文章、写真、音声、動画、ラジオ、Web、英語要約などで発信する力を育てます。地域の活動や人々の思いを記録し、次世代へつなげることで、若者の地域への愛着と誇りを育みます。

地域資源の記録と発信
宇和島の歴史、文化、産業、商店街、地域活動、防災の記憶などを記録し、Webサイトや各種メディアを通じて発信します。地域の価値を見える化し、市内外の人々が宇和島に関心を持つきっかけをつくります。

English Overview
Background and Role
Uwajima City suffered severe damage from the heavy rain disaster in July 2018. Through the recovery process, local citizens, community groups, government agencies, social welfare organizations, businesses, and NPOs recognized the need for an intermediary support organization that could connect people, organizations, information, and support.
Uwajima NPO Center was established with this experience as its foundation. Its role is not limited to disaster response. The Center works in peacetime to strengthen local relationships, support civic activities, and promote collaboration across different sectors.
Purpose
The purpose of Uwajima NPO Center is to build community networks that function both in everyday life and in times of disaster. By connecting local residents, NPOs, civic groups, schools, businesses, social welfare organizations, and local government, the Center helps create flexible and practical responses to local challenges.
As the region faces population decline, aging, a shortage of community leaders, and the need for stronger disaster preparedness, the Center focuses on collaboration, youth development, disaster education, local media, and the preservation of community knowledge.
Main Activities

Building Local Networks
The Center connects citizens, community groups, NPOs, local government, social welfare organizations, businesses, and schools to build a foundation for cross-sector collaboration. These relationships become especially important in times of disaster.

Supporting NPOs and Civic Groups
The Center supports local organizations through consultation, information sharing, activity promotion, and coordination with volunteers and participants. This helps local activities continue and makes support more accessible to people who need it.

Disaster Support
In times of disaster, the Center works with related organizations and community groups to support affected residents, share information, and coordinate volunteer activities according to local needs.

Regional Disaster Resilience and Education
The Center promotes disaster preparedness as part of everyday community-building. By working with schools, public halls, children’s cafeterias, and local organizations, it creates opportunities for people of all ages to learn, connect, and prepare together.

Youth Development and Local Media
Through projects such as Uwajima Media Lab, young people learn how to interview local residents, write articles, take photos, record audio and video, create radio and web content, and summarize local stories in English. These activities help young people develop pride and attachment to their community.

Documenting and Sharing Local Resources
The Center records and shares Uwajima’s history, culture, industries, shopping streets, community activities, and disaster-related memories through its website and other media. This helps make local value visible and encourages people inside and outside the city to take interest in Uwajima.
